Real time transfer of residence
When a single person or a family, which come either from abroad or another Italian Municipality, or even move home within the same Municipality, have to declare their new address at a registry office (in italian: Ufficio anagrafe) within 20 days from the day on which the transfer has taken place by means of a form which conforms to the one which has been published on the web site of the Italian Minister of the Interior (see Modulo 1 residenza). The same procedure has to be followed in case of a transfer abroad (see modulo 2 cancellazione). The statement can be made, in case of a family unit, by any major member of the family. The other major members have to add their signatures and to attach a photocopy of a valid identity document. In case of false declarations, the declarant will be denounced to the competent authorities for their criminal liability under the articles 75 e 76 of the Italian Presidential Decree 445/2000. The person who is asking the transfer of residence or the change of address must complete all the compulsory fields in the form by writing in a clear way. The compulsory fields are marked by an asterisk. Furthermore he has to enclose the necessary documents, otherwise the application will be considered as INADMISSIBLE. You have to indicate clearly:
  • The biographical data of all the family members;
  • The Municipality or the foreign Country they come from;
  • The complete exact address with the street number and the suffix;
  • In the case of a cohabitation, the name, the birth date, the birth place of the people who already live in the apartment, to whom the Municipality will communicate the opening of the procedure of the transfer of residence to the same apartment.
Documents to attach:
  • Italian citizens have to exhibit a valid identity document and their fiscal code
  • Nationals of a non-EU State have to exhibit their passport, their fiscal code and to submit all the documents required by the law (see Allegato A) depending on the title with which they make the request;
  • Union citizens have to exhibit an identity document, their fiscal code and all the documents required by the law (see allegato B) depending on the title with which they make the request (gainful employment, purpose of study, family reunification);
ATTENTION:
  • The personal data in the driving licence and other data about the vehicles which have been registered in the name of the people who transfer their residence. It is advisable to send a copy of all the log books of the vehicles which have been registered in the name of all the family members, because in case of an error in the transcription of the data in the form, it can happen that the Ministry for Infrastructure update wrongly the data bank and don’t transmit the variation of address on the relative documents.
  • If the family has transferred in a house where other people already have their residence, it is necessary to enclose a declaration made by a major member of the family or the families that already have thier residence in the same house, stating that they know of the transfer of the new family (allegato E), attaching a photocopy of a valid identity document of the declarant;
  • If the family has transferred in a house where other people already have their residence, and at least one of the new members and one of the old ones are related, kin, married, cohabitating, etc., the interested parties are automatically part of the same civil status.

All the normal certificates can be issued solely and exclusively after the annulation and the verification of the information declared by the municipality of origin within the next five working days. Since the submitting date the citizen can make a self-certification. Within 45 days from the date the declaration is submitted, the Municipality proceeds with the verification of the requirements which are necessary for the entry on the population registers and of the factual situation, i.e. if the person concerned has really acquired their normal place of residence in the city of Genoa at the same address they have declared.
